This chapter presents a research-based framework for understanding and generating collective agency. Building on prior literature on business studies and policy research, it analyses the variety of actors involved in collective agency from the perspective of policy and business studies. Besides conceptualising the emergence of collective agency for resilience enhancement, it conceptualises routes towards alternative outcomes. The research recommendations at the end of the chapter offer avenues for business and policy scholars in tackling the key knowledge gaps identified in the book and thus supporting business–policy collaboration for increased resilience.
