The widespread use of ICT and the internet has compelled governments worldwide to rethink how they engage in dialogue with citizens. These technology-mediated interactions have given rise to eParticipation, a concept with significant potential to address democratic deficits. However, ensuring meaningful and inclusive participation requires that all citizens have equal opportunities to engage while barriers faced by disadvantaged groups are actively addressed. This systematic literature review conceptualizes the dimensions for inclusive eParticipation, through 27 included articles from across 5 databases. 19 dimensions have been identified within 6 concepts for inclusion in digital participation - accessibility, knowledge, motivation, safety, impact, and empowerment. We propose a new conceptual framework from these findings, which can guide efforts towards understanding and enhancing inclusion in digital democratic engagement.
