The ever-increasing expansion of cyberspace has led to the migration of numerous economic, social, political, and cultural activities into the digital realm. Consequently, we are witnessing a significant influx of data from government and public centers, organizations, businesses, and even private individuals into cyberspace. In response, governments are developing foundational strategies and solutions to protect information and preserve data assets. This research aims to develop a strategic management model for cybersecurity at the national level to safeguard cyber information. The study is practical in its purpose, employing a data foundation methodology. To achieve the research objective, relevant documents and scientific literature were analyzed using qualitative content analysis and MAXQDA software. The study identified and extracted the basic concepts and themes of the research paradigm model across five dimensions: background, causal and intervening conditions, consequences, and strategies. The model was refined and validated through consultations with 15 cybersecurity experts and focus group discussions. The result is a comprehensive strategic management model designed to enhance national cybersecurity.
