The movement took place in potentially favourable circumstances: a new Government with a favourable reform agenda, following close on the legislation of 1969. This chapter discusses those reform efforts, viewed from the standpoint of the movement. Their educational aspects are discussed first, followed by their youth-related codetermination components. The discussion then turns to the two-way interactions between the movement, with its reliance on activism and mobilisation, and the official reform agenda, with its reliance on parliamentary mechanisms. Those interactions will inform the analysis of the movement’s effects.
