Investigating the Potential of Assistive Technology Passports for Enhanced Access to Assistive Technology and the Development of an Implementation and Adoption Framework

This research examines the potential of an Assistive Technology Passport to enhance AT access for individuals with disabilities, which aligns with human rights frameworks and the global movement for inclusive technology. The proposed AT Passport is envisioned as a centralised, personalised document that outlines individual AT needs, preferences, and recommendations. The research seeks to identify current barriers to AT access, clarify the passport’s role in addressing these barriers, and create an implementation framework. A four-phased, mixed-methods approach was employed. Initially, the lived experiences of individuals with disabilities and their access to assistive technology (AT) were explored using Interpretative Phenomenological Analysis to identify barriers and the potential value of an AT Passport. This qualitative phase informed a subsequent quantitative survey that gathered data on AT usage patterns and challenges. Concurrently, a Delphi study engaged expert AT users to establish consensus on key functionalities and design features for the passport, ensuring a user-centred approach. Finally, the research synthesised qualitative and quantitative findings, incorporating the consensus from the Delphi study, to develop a comprehensive AT Passport framework. This framework provides recommendations for the passport’s design, development, and implementation, emphasising integration with existing support systems and long-term sustainability. While promising, the framework’s limitations necessitate further research to refine it and maximise its impact on improving AT access and fostering a more inclusive future for people with disabilities.
