Public Values in e-Government: A Systematic Literature Review and Research Agenda

The increasing digitalisation of society and government raises questions about the ethical implications of technology. Public values have been proposed as a theoretical foundation for examining these ethical implications in the context of e-government. However, public values are not a singular concept; there are diverse and conflicting definitions and frameworks. Instead of defining new values and frameworks, there have been calls for a focus on guiding action and practical instruments for the embedding of values in digital systems and e-services. This paper explores research avenues to work towards such practical instrumentation. By conducting a structured literature review, we analyse what literature is dominant in the field and examine what types of studies are being conducted. We conclude the paper by proposing future research avenues to further develop public values in e-government.
