Standardization is a vital means to achieve data interoperability between systems. Yet, the process is often fragmented across different standardization communities: de jure standards define legal and semantic models, de facto standards focus on technical implementations, and national standards adapt these to local requirements. The lack of alignment between different standardization communities leads to redundant and manual effort to maintain standards in different formats. We introduce SeMoX as a structured, semantic-driven approach for the definition of standards, which bridges these gaps by providing a unified methodology for standardization. SeMoX enables standards to be modeled in a technology-neutral format and then transformed into different syntaxes as needed, reducing redundancy and improving interoperability. The SeMoX Converter is introduced as a tool that automates the transformation of standards across different frameworks, using SeMoX as baseline input format. The study presents a comparative analysis of different types of standardization and evaluates how SeMoX can be used to drive the digital transformation of standardization, thus standardizing and modernizing standardization itself.
