The writing of this chapter on the Spanish insurance market introduces two additional difficulties to the already complex task of tackling the problems of this book. On the one hand, the Spanish system presents divergences from the approximations made by other legal systems within the European Union. On the other hand, at the time of writing this country report, we are awaiting the approval of a reform of the system that Spain is obliged to undertake, as the current system is deemed to be in non-compliance with the mandates contained in the EU ADR Directive.
