Building on Chapter 4’s analysis of the drivers behind the Saudi-Iran rapprochement, this chapter shifts from the why to the how, examining the mechanisms that make reconciliation possible. While domestic, regional, and international pressures compel states toward détente, authoritarian regimes—through centralized authority and strategic pragmatism—often play a decisive role in brokering such breakthroughs.
