The collapse of the USSR ended the confrontation between two superpowers, two ideological and economic systems. Yet, US politicians regarded Russia with apprehension, seeing it as the successor to the Soviet Union. Fears that the weakened “Russian bear” might revert to its old ways ran deep. Aleksashenko believes that the Western policy toward Central and Eastern Europe essentially echoed the Marshall Plan (full integration into European economic and political structures, accession to the European Union and NATO). Meanwhile, the answer to the question of what to do with Russia remained elusive. America explained its refusal to provide aid to Russia by citing fiscal constraints and non-comprehensive reforms. However, in the 1990s, the US offered tremendous support to several countries due to political considerations.
