The purpose of this paper is to analyze the discourse on the National Digital Transformation Policy in the Peruvian context. A systematization of the specific regulations (Supreme Decree No. 085-2023-PCM) has been carried out; also, on the document “National Digital Transformation Policy to 2030”. The following categories have been consolidated: legal framework (national and international), the problems it faces, main capacities to take into account, the pillars that support it, vulnerable groups, the opportunities it generates, proposals, monitoring and evaluation. It is concluded that the Peruvian State is implementing the national digital transformation policy with a projection or consolidation towards 2030, and it begins with a diagnosis where it identifies certain problems such as the lack of internet connection and the impact on certain vulnerable groups (native communities, women, children, among others).
