As pivotal a concern as responsiveness or efficiency is privacy, however. A neglected but grave issue in grid management is the tradeoff between responsiveness, efficiency, and privacy. The purpose of this chapter is to examine how grid management in China enhances efficiency and responsiveness but at the same time endangers privacy. In addition, this chapter accounts for why ordinary Chinese citizens are willing to accept this system of governance.
