Transforming Citizen-Administration Dynamics in the Digital Platform Age

This study illustrates that digital government platforms reshape the dynamic of citizens–administration relationships. Our research applies to a framework of citizen–administration relationships, which captures 15 types of relationships under four paradigms. Using a case study and statistics of the users’ behaviors of TaipeiPASS, the case analysis found four service cases that illustrate different relationships under different paradigms. The billing service on the platform reinforces the administrative and ruled-based relationships between the citizens and administration through providing more personalized convenient services to complete the bills or fines. The platform reservation systems utilizing digital cards provide timely services and actively engage users to book or manage their visits based on their needs. The platform integrated with 1999 hotline empowered the users to report with a simplified interface and streamline information across different city government units. The surrounding map on the platform enables the users to collaborate and co-create public values. This chapter contributes to understanding digital government platforms from citizens–administration relationships.
