Morocco is an outlier with its rise in the United Nations E-Government Development Index (EGDI), where it veered away from the African EGDI average and ascended to surpass the world EGDI average within 20 years. This outlying case study is presented using a processing-tracing method to construct a grounded theory. With interviews triangulated with government documents, we find Morocco’s unique take on e-government, to digital government, and then to a digital economy approach. With a series of medium-term strategies, the country advanced on its digital agenda with a series of regulatory reforms, institutional modifications, and the creation of new organizations. Through the case, we see the full gamut of what could be achieved when a long-term national strategy is set. It also reminds us that deliberation is catalytic in expanding digital public services.
