This chapter homes in on the period between 1979 and 1992 and examines the negotiation of memory between different social agents, giving centre stage to the political debates in Madrid’s municipal government. Using archival material, especially the minutes of the plenary sessions, the chapter provides insight into the complexity of democratic renewal at the local level under the specific conditions of the Spanish transition. It highlights that issues of collective memory were not avoided, as is often suggested in the research—on the contrary, they were explicitly addressed in the very first sessions of Madrid’s democratic governments and were omnipresent especially during Mayor Tierno Galván’s legislature from 1979 to 1986.
