Digital Commons aim to achieve collective production and management of non-rivalrous and possibly non-exclusive digital resources (e.g., data, software, technology) by a voluntarily formed group. Their governance rules generally favor the use and reuse of these digital resources, making them widely available to others. This is particularly relevant in the digital era because of low replication costs, which enhances the resource collective value. However, Digital Commons may also face a free-rider problem as individuals can benefit from the resource without any obligation to contribute to its production. In this exploratory paper, we investigate how postal operators can leverage digital Commons, especially software and data Commons. We also examine how postal operators can act as trusted intermediaries to facilitate the development of digital Commons.
