Working Equids in Disasters: Local Concerns and Inspirations

Brooke Action for Working Horses and Donkeys is an international animal welfare charity dedicated to improving the lives of working equids, including during and after disasters. Now, Brooke seeks to prepare the animals and owners for disasters, especially evidencing the role which equid welfare could play in helping their owners reduce risk and prepare for and respond to disasters. This chapter brings together examples and stories of working equids in disasters, both how lack of forethought led to disaster-related problems and how pre-disaster actions averted disaster-related problems. Such knowledge is used to formulate recommendations for action, notably shifting from a hazard focus to a vulnerability focus, connecting governance scales for joint implementation on identifying and addressing risk trends, and connecting working equids with other animals. Important remaining gaps and future directions highlight connected health systems, improved data collection and availability, and understanding barriers to policy uptake for overcoming them. These improvements would assist transferability and scaling up beyond the direct experiences presented here.
