Securing and maintaining global peace has always been pivotal in international relations. Since the Peace of Westphalia international law as well as international relations have been traditionally centered on issues referring to war and peace. One of the solutions to secure peace is to establish an international institution for that purpose. This is an idea with a very old tradition. Already alliances in Ancient Greece, the Hanseatic League of Low German merchants (from thirteenth century to seventeenth century) and the Old Swiss Confederation (from fourteenth century to eighteenth century) were (also) based on that idea. After the late Medieval Times and before the modern times, there was already a quest for an organization that had clear powers to sanction and coerce to create and uphold peace and stability. The first organization with that purpose was the League of Nation, the second the United Nations.
