Public Participation in the Spanish Urban Planning System: A Model Between Legal Formality and Governance
摘要
Public participation in the elaboration of planning was already formalized in the first Spanish urban planning law of 1956. To this moment, the same general features have been maintained which means that participation is conceived as an instrument for the defense of the rights and interests of landowners. However, the concept of governance and deliberative democracy require us to rethink this model of participation. The aim should be to make the involvement of citizens in the shaping of the city model real and effective. It should be ensured that the choice of this model is not top-down but made jointly with the citizens.
