The process of decentralization, launched in 2001, strengthened local government’s political, fiscal, and human capacities. The delegation of competences to municipalities brought the decision-making power closer to local communities and created instruments for citizens to influence decisions that affect their lives. Several reviews of the process of decentralization proved it had a positive impact on citizens’ participation in decision-making at the local level. The Community Forums are the most massive and long-term mechanism of citizens’ participation in Macedonian municipalities. There are four types of Community Forums: Project, Thematic, Inter-municipal and Budget. The subject of the Budget Forums is the municipal budget for the next year, and the result is an adopted municipal budget in consultation with citizens. This way, municipalities aim to increase citizens’ understanding of the budgeting process, scarce resources and the need to prioritize, while at the same time increasing openness, transparency and accountability. Through six Budget Forum sessions, 60–100 citizens representing the municipality’s diversity review the draft budget, discuss strategic priorities, budget programs, revenues, expenditures, and decide on the priority projects for the next year. After successful implementation from 2014–2017, 70 of the 80 municipalities institutionalized Community Forums as a tool for participatory budgeting.
