Decentralization Within Urban Areas in India: A Study of Delhi Metropolitan Governance

The re-amalgamation of the Municipal Corporation of Delhi (MCD) in 2022 has opened the debate on municipal governance regarding decentralisation, federalism, and participative democracy. Delhi is distinct from the rest of urban India as it is the seat of the central government, which plays a significant role in managing the city’s affairs. Thus, three levels of government participate in Delhi’s governance: the central government, the government of the National Capital Territory of Delhi (NCTD) or Delhi government and the MCD. Delhi’s municipal body is subject to the decisions of the central government. The unification and trifurcation process of Delhi municipal body(ies) is made by an act of Parliament, unlike other metropolitan cities in India. Further, the geographical jurisdiction of the Delhi government and the MCD is largely coterminous, so their civic services overlap. As the functioning is coterminous, there exists a lot of conflict in budgetary allocation, and the performance of MCD is strained. In contrast, the New Delhi Municipal Corporation (NDMC), with its high budgetary allocation from the central government, topped the municipal civic service delivery in India.
