Local Government Associations and Urban and Rural Interests in Austria

Urban local governments (ULGs) and rural local governments (RLGs) face different challenges and have unique needs that require representation and tailor-made solutions. This chapter aims to provide a comprehensive analysis of the role of the Austrian Association of Cities and Towns (AACT) and the Austrian Association of Municipalities (AAM) as representative entities of local government interests. The objectives of the chapter are the following: first, to determine the placement of local government associations within the Austrian legal framework and assess the extent to which these local government associations are integrated into intergovernmental dialogue and the legislative process; secondly, to find out whether urban and rural interests are considered and represented in advocacy efforts; thirdly, to explore whether and to what extent Austrian local government associations cooperate and on what issues they differ due to urban-rural representation. The chapter also delves into the representation of Austrian local government associations at the EU level. The analysis aims to improve the understanding of the articulation of local government interests in Austria by highlighting the role, challenges and opportunities faced by local government associations.
