The Role of the US in the Durability of the Peace Settlement in the Kurdistan Region of Iraq

This chapter examines the critical role of the US in sustaining the peace settlement between the KDP and the PUK in the post-civil war context of the KRI. The analysis traces American engagement through three key phases: the transition stage (1998–2006), the golden stage of power sharing (2006–2013), and the weakening stage of power sharing (2014–2023). During the transition phase, the US played a vital role in initiating dialogue and ensuring compliance with the terms of the agreement, laying the foundation for stable power sharing between the KDP and the PUK. In the golden stage, US involvement shifted toward mediating tensions between the KRI and the Iraqi government, thereby indirectly reinforcing the peace settlement. As relations between the KDP and the PUK had largely stabilized during this period, US engagement in managing intra-Kurdish dynamics decreased. In the weakening stage, however, as internal rivalries resurfaced and power sharing weakened, the US reemerged as a stabilizing force, working to prevent renewed conflict and political fragmentation. The chapter argues that sustained American engagement has been a decisive factor in maintaining peace and preserving the unity of the KRG, despite fluctuations in the nature and intensity of its involvement.
