Normative Regulation of Multiple Use of Forests for Creation of Forest Plantations in the Far Eastern Federal District

The article presents the results of the study of the normative regulation issues for the creation of forest plantations and their utilization in the Far Eastern region. Even though the Forest Code and some additional normative documents have been adopted, the problem of effective regulation for the creation and use of forest plantations is urgent, especially taking into account the growing deficit of forest resources for the major players of the wood processing and the necessity to set up entities where forest plantations can play a significant role. Thus, the aim of the research is to form methodological approaches to the development of normative regulations on the use of forest lands for the creation of forest plantations in the Far Eastern Federal District. The aim is reached with account of the collected scientific research data, analysis of the laws and applying the silvicultural systematic special-purpose and priority-targeted research method. The analysis, summarization and systematization of the published research results demonstrated that for the Russian forestry industry there are no answers for many issues related to growing forest plantations to cover the demand for wood including the normative issues. The authors have not found in the Russian laws currently in force references to the accumulated research data of foreign or local scientists or answers to other questions even those related to environmental risks.
