The Influence of International Organisations on the Development of Vocational Skills: Examining Policy Transfer in Labour-Market- Related Adult Education in Slovenia

The role of international organisations (IOs) as powerful agenda-setters and knowledge producers, creating global public policies and fostering transnational policy transfer, has received significant attention in the field of adult education. By focusing on the less researched area of policy transfer related to labour-market adult education, this chapter discusses the influence of selected IOs’ policies related to ‘vocational skills development’ on Slovenian adult education policies in the period 2004–2022. Methodologically, this is done via analysis of instruments of policy transfer and type of knowledge valued by policymakers. Our findings reveal the main instruments used by IOs to stimulate policy transfer, type of international knowledge valued by domestic policymakers, as well as how policy ideas related to vocational skills development mutated in the national context.
