The transfer of collective skill formation based upon employer cooperation to countries without established traditions of such has become a key topic for both policy-makers and researchers alike, as they keep the skills provided close to the needs of the economy. Analysing the “Alliance for Apprenticeships” and the “Pact for Skills”, the authors show that these major EU initiatives for transfer rely on a strategy that has previously been described as “orchestration” of employer cooperation, where public actors support business associations and firms to “nudge” them to cooperate in training. The authors subsequently illustrate how employer cooperation could be achieved under the “Pact of Skills” by large scale skills partnerships at EU-level.
