New Perspectives on Policy Learning in Career Guidance through Collaborative Partnerships and Networks

This chapter focuses on policy learning in career guidance emphasising its role in supporting vocational education and training (VET), higher education (HE) and adult education transitions into employment. It argues for a shift away from policy borrowing to policy learning as career guidance overlaps and interacts with other policy areas. By adopting a learning approach, there is greater opportunity for principles of what is effective to be integrated into national and regional contexts. Three examples of practice provide models of collaboration and policy development at national and regional levels illustrating that shared policy and administrative responsibility for career guidance can operate effectively in practice. Overall, there is a need to create multi-professional and cross-sectoral collaborative networks to strengthen systems of lifelong guidance.
