Policy Transfer in Further Education and Training in Ireland—From Colonialism, Independence to Multilateralism

This chapter examines the historical evolution of Vocational Education and Training (VET), later termed Further Education and Training (FET), in Ireland. It focuses on a framework of policy transfer, tracing key developments from the mid-nineteenth century to the present, including the influence of international actors such as the European Economic Community (EEC) and the Organisation for Economic Co-operation and Development (OECD). The chapter also analyses the role of domestic resistance, particularly by the Roman Catholic Church, and the impact of reforms during significant economic periods. By scrutinising Ireland's experience with policy transfer, the chapter provides insight into both the challenges and successes of developing a modern VET/FET system.
