This paper discusses changing perspectives and developments of policy transfer in the context of the Indian Vocational Education and Training (VET). In doing so, relevant approaches of international cooperation will be presented and analysed by means of three examples: The colonial phase in India, the influence of German VET cooperation since the late 1950s, and a concrete German-Indian cooperation project, which addresses the strengthening of quality in Indian Industrial Training Institutes. Using the example of VET in India, the article illustrates the change in the nature and perspective of cooperation, and reflects on it critically, taking into account existing scientific findings.
