This work considers key trends in territorial development (the presence of a synergetic relationship between ‘man and machine’, the fight against a new generation of risks and threats, the presence of a new round of computing development), which leads to improved customer experience in general, growth and transformation of business in the regions, increased operational efficiency, risk management, and talent development among the segment’s business and state apparatus. Based on the analysis, a prioritization matrix of technology trends was formed to identify growth areas in the area of territory development management. It was revealed that the format of high-speed introduction of innovations in the state apparatus, the format of initiating technological transition, the strategy of express evaluation of other regions’ experience to introduce the possibility of cost reduction, as well as the strategy of adapting the trend to the region’s tasks are distinguished. Prospective directions and tools of territorial development management are investigated on the basis of the problems of regional development. It was shown that the introduction of the method of determining the region’s cooperation potential as a tool for managing the innovative development of territories makes possible to assess the level of education, human resources, technology, practical experience of a region-supplier to make a profile of a region-consumer, on which it is necessary to identify a list of potential demand, resources and conditions for further development through SWOT-analysis of the region to form a pool of opportunities for interregional partnership.
