The work investigates the attitude of countries to innovations using the marketing approach to analyzing consumers’ attitudes to new products. It identifies reasons that motivate countries to create innovations that contribute to the emergence of technological revolutions and paradigms, determined by the level of the country’s scientific potential and financial well-being, which is facilitated by the modern migration policy of developed countries. The position of Russia and its capabilities in forming innovative development prospects in accordance with modern realities are studied. The Russian Government has identified priority areas of development, expressed in a combination of current goals outlined by national projects and strategic ones formed by the national technology initiative project, based on the end-to-end development of the direction of digitalization of processes. The authors studied changes in the number of enterprises using software for 2022–2023, analyzed types of software products, revealed a significant increase in Russian software. The need to create factories of the future based on industrial software and process management capabilities is identified. At the same time, problems related to low labor productivity, irrational activity of most large enterprises, expressed in high wear and tear of equipment, as well as inefficiency of technological processes associated with losses, high production costs and high cost of manufactured products, were determined, which led to the emergence of a national project combining the concept of frugality with the digitalization of processes.
