Digital State: Governance Principles, Realities and Opportunities

The contribution presents the implementation of the concept of transition to a digital state, defines and designates stages of improving the process of digital transformation of management processes. The transition to new, more modern forms is carried out on the basis of objectivity and data-centricity, processing speed, flexibility and adaptability. Complete digital transformation will lead to a decrease in general government expenditures. It will allow organizing control and monitoring in real time for the speed of all processes, for achieving the planned values of economic growth indicators based on the collection, processing, analysis of information from various sources. Organizational measures in the form of roadmaps, monitoring of implementation and the use of incentive methods can significantly facilitate this process. Classifying data by access levels and the required degree of protection remains a serious task. The depth of transformations and the complexity of processes are difficult to objectively assess.
