Professional Standard vs Federal State Educational Standard: Contradictions and Ways to Overcome Them

This work is devoted to the state and problems of training managers in the system of secondary and higher vocational education in Russia. The work analyzes the federal state educational standards of secondary vocational education and professional standards. According to the results of the analysis the problems preventing the full-fledged training of financial managers in colleges and institutions of secondary and vocational and higher education are revealed. The novelty of the obtained results lies in the substantiation of a new solution to the problem of continuity of education in the field of financial management. On the basis of the principle of continuity, the prospect of professional development of managers in the directions of training of secondary vocational education «Banking» and «Finance» and higher education «Management» is investigated. The practical significance lies in the use of the obtained results in the training of financial specialists – middle managers in Russian colleges and technical schools, and further in universities. As a result of the analysis of federal educational standards of secondary vocational and higher education and professional standards, problems were identified and ways to solve them were proposed. Recommendations are proposed in the field of revision of education levels in professional standards, introduction of federal educational standards of secondary vocational education in the direction of training «Management», as well as the use of standards 38.02.06 «Finance» and 38.02.07 «Banking» for the training of middle-level financial managers.
