The most prominent element of this discriminatory regime takes the form of visa exemptions for citizens of some countries for purposes of short-term stays. Visa waivers for short-term travel are coupled with or enable migration advantages for longer-term or permanent migration. The result is citizenship privilege. Because some citizenships are now advantaged, individuals will avail themselves to better citizenships where eligible on an instrumental basis. Instrumental citizenship is enabled by the pervasive acceptance of dual citizenship. The phenomenon is decoupling citizenship from its historical normative associations with equality and community solidarity.
