This paper proposes a digital transformation model for international educational services (IES) industry, focusing on overcoming barriers in stakeholder engagement, process alignment, and cultural integration. Using principles of organisational semiotics (OS), digital business ecosystems (DBEs), and business process integration, the model combines technical infrastructure, formal processes and informal cultural practice in a multi-layered framework. Through a case study of an IES company, the main findings of this paper can be summarised in three areas. Firstly, the quality of interaction between organisations and stakeholders is closely related to the degree of alignment of technology, culture and processes. Secondly, organisational onion model (OOM) can effectively identify the problems that organisations will face in integrating business systems with DBEs. Thirdly, the integrated digital platform can provide important support for the digital transformation of the IES industry. Furthermore, the digital transformation model proposed by the paper reveals digital platforms enable stakeholder engagements, real-time feedback extraction and value co-creation via an OOM.

Organisational Semiotics for Assessing and Developing Digital Business Ecosystems for the International Educational Services Industry
