This chapter presents a terrestrial networked system, which provides position and time to mobile users, just like Global Navigation Satellite Systems (GNSS). An accurate time and frequency reference is distributed, through fiber-optic Gigabit Ethernet, to a network of radio base stations. These stations transmit wideband radio signals, enabling positioning by a mobile receiver with an accuracy of one decimeter, in a multipath-rich built-up area. This terrestrial system is envisioned to complement GNSS in particular in built-up and urban areas, as fiber-optic infrastructure is commonly already in place there.
