Governances in Transition
摘要
What kind of governance fosters sustainable development is assessed with regard to debates about democracy and autocracy? Shifts in governances are assessed in 23 countries after the disintegration of the Soviet Union. Based on the political theories, drivers of the political transitions would be the heritage of independence, national aspirations, civil initiatives, economic liberties, and political tolerance due to free media. Successful shifts in governance are assessed. These shifts in governances are compared to the indexes of good governance. The successful shifts closely match high scores on the indexes of democracy and institutional capability. Transitions to democracy show better performances on the indicators of economics, well-being and environmental qualities than authoritarian governances. Lessons for sustainable development are drawn.
