The union movement pressed for more self-government for the Church. To Biber, Hoare, Sweet, and their group in the Metropolitan Church Union (MCU), the priority was to restore Convocation. According to Sweet, dissatisfaction with the London Union on Church Matters (LUCM) grew because its leaders chose initially not to prioritize Convocation. They paid more attention after the Gorham Judgment, but by then Sweet and the others had developed their own tactics and propaganda. Hoare was the most prominent layman among those heading the agitation to revive Convocation, and it was partly down to him that the MCU became instrumental.
