In this chapter, readers will consider the importance of know-how—practical, technical, and artful expertise—to the advancement of a community’s carrying capacities, that is, its ability to be resilient in the face of environmental or ecological exigencies. Know-how may serve as the principal foundation of capabilities at whatever level they occur. Creating and releasing this know-how, that is, strategies and tactics for resolving challenges a community and its members face, are principal ways of thinking about locality development. The latter can involve how the community and its anchor organization advances knowledge in service to bringing about tools for action. Know-how is another expression of actionable knowledge so important to human evolution. The community college, as a local institution, the mission of which is to serve as a holding space for creating, testing, and deploying know-how at a local level is an important focus of this chapter. The idea of a local institution releasing its resources (i.e., its know-how) to the community in which it is located becomes an essential capability in putting Asset Based Community Development (ABCD) to work. Indeed, the community college is essential to the realization of local innovation. Visible in this chapter is the idea of social enterprise as an alternative model to the business model.
