I set the stage for the monograph in this chapter. In addition to a description of its contents, I consider my theory of action in shaping the fictional account of the Fifth Street organization, a mixture of community development, social enterprise, social services, and small business devoted to the advancement of the quality of life of a community whose residents are coping with the causes and consequences of poverty. I introduce the idea of locality development, a thread running through most of my work as a social worker who sees promise and potential in communities building from the “inside out” and evolving organically. In addition to laying out the principal components of Fifth Street and its scope of practice, I underscore the importance of diversity, equity, and inclusion, words the use of which is prohibited within the United States at this writing. In considering the distinctive features of Fifth Street, I seek to celebrate the social innovation of such organizations, the tenacity of which can advance the well-being of all within their communities. Readers will learn about the central characters whose ethical action and considerable energy contribute to shaping the distinctiveness of Fifth Street within the context of the community it serves.
