In Remark 3.53 we have briefly discussed the Surgery Program. Starting with a map of degree one of connected closed manifolds f: M → N, the goal is to modify it by surgery steps so that it becomes a homotopy equivalence. This will change the source but not the target, and can only be carried out if the map f is covered by bundle data.
