This study analyses the integration of ICTs in higher education in Ecuador, with a focus on inequalities between urban and rural universities. Through a mixed approach combining surveys, interviews and documentary analysis, significant differences were identified in access to technological infrastructure, digital skills of teachers and students, and the adoption of ICT in teaching and learning. The results show that urban universities are better positioned to take advantage of ICT due to their more developed infrastructure and greater opportunities for digital skills training, while rural institutions face significant barriers, such as lack of technological resources and resistance to change. In addition, it highlighted the need for more inclusive and tailored public policies to bridge the digital divide and promote equitable ICT adoption across the country. This study underlines the importance of a comprehensive strategy that addresses both infrastructure and capacity building to ensure that ICTs can contribute to more equitable and quality higher education in Ecuador.
