Chapter 7 compares the ZEV/Zero Tolerance strategies of Western countries with the Chinese ‘New Energy Vehicles’ strategy and concludes not only that the ‘New Energy Vehicles’ strategy is more efficient at reducing CO2 emissions, but that in the period to 2040, maybe 2050, zero tolerance policies may add to the emissions problem because much of the energy used is not green.
