Outlook: Human Rights-Based Data-Based Systems (HRBDS) and an International Data-Based Systems Agency (IDA) at the UN
摘要
In this chapter, the Society-, Entrepreneurship-, Research-Time-Model (SERT) is embedded in a context which would be beneficial for the realization of SERT, consisting in human rights-based data-based systems (HRBDS) (a global regulatory framework encompassing the respect of human rights in the entire life-cycle of DS) and the establishment of an International Data-Based Systems Agency (IDA) at the UN promoting, enforcing, and realizing human rights-based DS by an access to market approval-process, by monitoring that human rights are not violated with or by DS, and by fostering international technical collaboration. Human rights-based DS and the establishment of IDA at the UN enjoy the support by, among others, UN Secretary General António Guterres, Pope Francis, His Holiness the Dalai Lama, Sam Altman (Founder of Open AI), and “The Elders.”
