This chapter develops an objective framework with a solid theoretical and practical basis to assess SIGAR’s work (what they reported on and what the attendant findings and recommendations were), using lessons learned from oversight regimes in Iraq and Vietnam. The Iraq lessons come from the Special Inspector General for Iraq Reconstruction (SIGIR) and Ben Barry’s Blood, Metal and Dust. The Vietnam lessons come from Thomas Thayer’s seminal post-war study, War Without Fronts. Taken with triangulation from Craig Whitlock’s The Afghanistan Papers, which also looked at SIGAR’s work, these sources are epistemically complete; as such, the assessment framework reflects what an oversight agent should minimally audit for military interventions such as the one in Afghanistan.
