Currently, a quarter of the population of the Russian Federation lives in rural areas, which are the basis for the development of agricultural production, food and, accordingly, national security, and play a crucial role in the sustainable development of the country as a whole and its regions. However, despite the strategic importance of rural areas, the state of their infrastructure often does not meet modern requirements. This is reflected in the deterioration of engineering networks, insufficient development of transport infrastructure, limited access to high-quality educational and medical services. Overcoming these problems requires the development and implementation of comprehensive measures aimed at ensuring universal access to safe and affordable housing, the development of rural infrastructure, based on the best world practices and the specifics of Russian regions. The study focuses on the territories of agricultural specialization located in the Stavropol krai as the important agricultural region of Russia. The purpose of the study is to develop and test an algorithm for assessing the development level of social infrastructure in rural areas in Stavropol krai, which makes it possible to identify problem areas and assess the impact of the introduction of new social infrastructure facilities on demographic processes. The study includes four main stages: 1) analysis of the socio-economic development of rural areas of the Stavropol krai; 2) analysis of the provision of the rural population with housing; 3) assessment of the differentiation degree in socio-economic development and provision of social infrastructure facilities; 4) determination of the commissioning impact of social infrastructure facilities on demographic processes.
