This chapter examines the transformation of food aid governance in Italy during the COVID-19 pandemic, highlighting how emergency measures prompted shifts in policy design, implementation processes, and public-private partnerships. Drawing on real-time monitoring across the provincial capitals, the analysis uncovers an adaptive learning process by urban street-level bureaucracies grappled with outdated beneficiary data, mismatched supply and demand, and technological constraints during crises. Ultimately, the chapter encapsulates Italy’s transition from emergency food aid to a more formalized “Food Income” approach, which eases the institutionalization of public-private cooperation. The Italian case offers broader insights into crisis-driven policy learning and welfare adaptation in the face of systemic shocks, prompting reflections on whether lasting reforms will be achieved.
