The 1980s was a difficult decade for education at all levels. With the publication of the Secretary of Education’s report, A Nation at Risk, a crisis in education was created. In this report, education was at fault for placing the US at risk of failure: The cause of decline in international influence, the reason the economy was lagging, and the cause for all domestic discord. Why and how education became the scapegoat for all national challenges in the early 1980s was not clear. However, this report fabricated a national crisis that education was charged as all at once the cause and the solution.
