Areas of Responsibilities (Who Has to Take Responsibility for What) for the Well-Being of Food Animals

The question of who is fundamentally responsible for the treatment of farm animals is largely and to some extent pointlessly discussed in the public. To be able to give a well-founded answer to this question, a systematic examination of the term “responsibility” has to be done. Responsibility means that agents (who have the necessary means) act according to their value preferences and cause consequences. In this respect, it must be considered that animal welfare (based on altruistic reasoning) is not always given overriding priority in decision-making. This result becomes more plausible when analysing concrete examples of how real decisions were made. Furthermore, another phenomenon can be observed in many discussions on problems in farm animal husbandry: There is an enormous gap between partakers ascribing responsibility to themselves or to others. The following chapter attempts to structure the question of responsibilities and provide a systematic answer to it.
