Social Network Analysis Applied to Transparency in Public Procurement in Portugal

This study investigates the transparency and accountability of public fund allocation in Portugal through semantic web technologies and statistical analysis. A semantic knowledge graph was created to integrate data from public procurement records, including the BASE web portal contract archive. The project, based on Social Network Analysis, combines graph databases, semantic Web technologies Resource Description Framework (RDF), Web Ontology Language (OWL), reasoning, and statistical analysis to uncover dominant companies and assess favoritism behaviors. The analysis uncovered unique dynamics within each sector. In cleaning services, two companies emerged as leaders in securing high-value contracts, indicating potential strategic positioning or specialization, while in security services, one company emerged as the predominant entity.
